Update to High Risk Foods not of Animal Origin through Dover

Some food not of animal origin from certain countries are considered to be high risk and are subject to documentary and sampling controls. A full list of all current HRFNAO can be found here https://www.food.gov.uk/business-guidance/foodstuffs-with-gb-import-restrictions

Dover Port is currently approved for only four types of HRFNAO:

  • Pistachios from Iran, Annex II
  • Pistachios from Turkey, Annex II
  • Figs from Turkey, Annex II
  • Hazelnuts from Turkey. Annex I

The Official Controls (Imports of High Risk Food and Feed of Non-Animal Origin) (Amendment of Commission Implementing Regulation (EU) 2019/1793) (England) Regulations 2022

The above types of HRFNAO (and products containing them) can enter through Dover and, subject to satisfactory checks, are then able to enter the market in Great Britain. Three of the items are on Annex II, one of the items – Hazelnuts from Turkey, are now on Annex I. The difference is outlined below.

Annex I and Annex II

  • Importers will be required to pre-notify the Port Health Authority at least 1 day ahead of arrival.
  • Satisfactory documentary checks must be completed by Dover Port Health Authority before the consignment leaves the Dover District. Once the goods arrive in Dover, the driver should remain within the Dover District until documentary checks have been completed.
  • Goods listed on either annex may still be selected for sampling by the Port Authority. The sampling percentage rates remain the same.

Annex I Products only

  • The agent or importer should raise a CHED-D on IPAFFS and commercial and transport documents should be uploaded.
  • Official certificates and results of sampling and analysis are not required. Hazelnuts from Turkey do not require the original documents to be presented to the Dover District Council Offices.
  • If documentary checks are compliant and evidence is provided in advance that confirms that the consignment is entering GB through the Port of DOVER, the CHED-D can be endorsed before the consignment’s arrival. Once the CHED D is endorsed the consignment can leave the Dover District without restriction.
  • Once the CHED-D is endorsed by Dover Port Health, digital copies will be emailed to the Importer and Agent, the original document will be posted to the agent.

Annex II

  • The agent or importer should raise a CHED-D on IPAFFS and submit the appropriate accompanying documents to include official certificate, results of sampling and analysis and commercial and transport documents.
  • The Original documents should still be presented to the Dover District Council Offices when the consignment arrives in GB
  • For goods listed on Annex II the Official certificate and results of sampling and analysis must accompany the consignment.

Please note - Dried Grapes from Turkey are no longer restricted in either GB or the EU

Any other HRFNAO, aside from the four we are authorised for (listed above), cannot enter through Dover unless they have been fully checked and cleared within the EU, demonstrated by a CHED-D that has been signed, stamped and marked as ‘valid’ by an EU Border Control Post. When notified of a consignment, Dover Port Health Authority will request a copy of the endorsed and valid CHED-D as evidence of completion of these checks. Please note, consignments which are accompanied by an ‘Authorised for Transit’ EU CHED-D have not been fully checked and are only authorising the consignment’s transit through the EU, therefore they are not the same as ‘Valid’ CHED-Ds.

We also take this opportunity to remind you that any consignments subject to documentary, identification and/or physical checks by Dover Port Health Authority must remain in Dover until checks have been completed and the CHED-D has been endorsed.
