Imports of Fish and Fishery Products Under the Illegal, Unreported and Unregulated (IUU) Regulations Arriving Through Dover

This correspondence looks to remind importers and agents as to the requirements of the IUU Regulations and how Dover Port Health Authority act to process these consignments.

On 6th March 2023, DEFRA sent out correspondence to remind those importing fishery products into Great Britain on the UK’s Illegal, Unreported and Unregulated (IUU) fishing requirements, which came into effect in January 2021, available here: Defra-Illegal-Unreported-and-Unregulated-IUU-fishing-requirements.pdf (dover.gov.uk)

To help support agents and importers, we are currently in the process of updating and expanding the information available on our webpages. This will include a FAQ section which will hopefully prove useful.

Changes to How Dover Port Health Will Process IUU Consignments

From the 1st May 2023 we are streamlining the way we process all IUU consignments notified to us.

On submitting a prenotification and supporting documents to Dover Port Health Authority (DPHA), a documentary check is undertaken. Following this initial documentary check, if there are missing or inaccurate documentation or further information is required, the agent or importer who submitted the pre-notification will be contacted by email and the issues outlined. A timescale of five working days will then be set, in which agents/importers to provide the necessary additional or amended documentation or information.

If these issues remain unresolved after the fifth working day from the date of the initial documentary check, the catch certificates will not be endorsed by DPHA, the consignment will be referred to the Marine Management Organisation (MMO) and no further checks will be conducted. Dover Port Health Authority will not be able to review any documents submitted after the consignment has been reviewed.

This is an alteration on the five and ten-day reminders procedure that would have been sent to agents/importers following non-compliant documentary checks to date.

The standard documentary check fee will still apply to both satisfactory and unsatisfactory documentary checks.
